A shady underworld organization, only recently brought to surface in the Suiko limelight when it found itself under management by the famous European heir Diamanto Selectus. Now, the Shakuhou can be linked to just about anything dark occurring in Suiko City, untouchable by law and opposition to the Twelve Houses.

The Shakuhou have been called many, many things, from successful business men, two bit yakuza brand criminals, an almighty evil empire, and modern liberators of Suiko from the hands of old style traditions. They delve into a variety of situations, from prostitution, to gang warfare, to drug trafficking, an army of 'freedom' underneath Selectus's reign. Few know the Shakuhou's true goal, and even fewer believe in it.

Still, there are pluses to the Shakuhou reign. Tradition and rigid social rules are being thrown from Suiko's culture, replaced with liberation and freedom. Also known for funding the small, less wealthy citizens of Suiko, they are both enemies of society, and saviors of other parts. A strange, enigmatic organization, similar to the demons of hell themselves, yet angels of darkness.

To be claimed, the main basis of the Shakuhou is to wrest control of the city from the hands of the de facto leaders; the Twelve Houses. Rather, the Shakuhou wish to return fates to the common people, and equalize all in society, no matter the stature of their last name. In the process, the Shakuhou have also opened up new opportunities to citizens, some not available under supreme House rule, such as those born to poverty in the shadows of the high status of the Houses. A political movement? A crime ring? A revolution?

Only the Shakuhou can decide, now can't they?
